Canada intends to begin conducting targeted lotteries in 2023 to extend invitations to qualified immigrants to visit, reside, and work there. Through these drawings, primarily healthcare professionals, including doctors and nurses, will be invited. Invitations will only be sent to those provinces where it is simple to verify international qualifications and begin practicing when immigrants arrive.

Candidates for economic immigration are ranked using the following criteria:
In addition to these, there are many additional criteria used to rank the applications. The applicants with the highest rank are invited to submit applications for a Canada PR after receiving a CRS score. The adjustment will assist the nation in selecting individuals based on the industries or geographic areas in which they are most interested in working.
The shortage of competent people is a problem in Canada. In August 2022, there were 985,500 jobs available in Canada, while there were 1.0 million unemployed persons, according to recent data on job openings. 1.45 million new permanent residents will receive invites during the next three years, according to Prime Minister Justin Trudeau.
The Canadian immigration minister has announced a modification to the Express Entry system that will enable more doctors to get permanent residency.
The change provides a sizable exception for medical practitioners, who were previously considered to be self-employed and hence ineligible for Express Entry.
The modification aims to make it simpler for physicians who are currently in Canada and working on a temporary basis to transition to permanent status.
Immigration Minister Sean Fraser made the announcement on Friday in Nova Scotia.
In particular, in my home province, “French-born doctors have been working to keep families healthy and to take care of our elderly population,” he said.
They swiftly acclimate to our area and fast become our friends, neighbors, and fellow community leaders thanks to their valuable abilities.
The actions unveiled today convey a signal to these professionals that we want them to stay by making it easier for them to choose Canada as their permanent home.
Due to Canada’s “pay for service” philosophy when it comes to public health care, many temporary doctors working there are classified as self-employed and are therefore ineligible for the programs run by Express Entry.
These two programs are the Canadian Experience Class and the Federal Skilled Worker Program.
Fraser said on Friday that doctors will be exempt from the current regulations and have access to Canada’s permanent residence programs.
In 2022, Canada received over 8,600 requests for temporary and permanent residency from foreign nationals looking for work in the healthcare sector.
Last year, Immigration, Refugees, and Citizenship Canada (IRCC) issued work permits and work permit extensions to almost 2,500 physicians, 620 nurses, and 550 nurses’ aides and orderlies.
Since 2015, almost 22,400 people, including 3,600 doctors and 8,600 nurses, have acquired permanent residency through Express Entry and the Provincial Nominee Program.
Through the healthcare streams of the one-time Temporary Residence to Permanent Residence Pathway, 4,300 temporary residents will have become permanent residents by June 2022.
The Act governing Express Entry is a cornerstone of Fraser’s plan to improve temporary residents’ access to permanent residency.
He only recently briefed the parliament on his approach.
Canada intends to begin using Express Entry to deliver visa invitations customized to certain occupations early in 2023.
This is consistent with several of the provinces, which have long-held comparable drawings.
The Immigration and Refugee Committee (IRCC) stated in a previous publication supporting Fraser’s announcement on Tuesday that the changes to the Immigration and Refugee Protection Act allowed “the minister to respond to labor market needs and regional economic priorities, as well as to increase Francophone immigration by selecting more candidates with specific attributes, such as in-Canada experience.”
We’ll look at the Eligible Comprehensive Ranking Method (CRS), with a focus on the points given for education, work experience, language ability, and employment offers in Canada.
The IRCC referred to these changes as “the cornerstone for the future iteration of Express Entry.”
