Doctors can now become permanent residents through Canada Express Entry

The Canadian immigration minister has announced a modification to the Express Entry system that will enable more doctors to get permanent residency.

The change provides a sizable exception for medical practitioners, who were previously considered to be self-employed and hence ineligible for Express Entry.

The modification aims to make it simpler for physicians who are currently in Canada and working on a temporary basis to transition to permanent status.

Immigration Minister Sean Fraser made the announcement on Friday in Nova Scotia.

How Is Express Entry Being Changed?

Fraser said on Friday that doctors will be exempt from the current regulations and have access to Canada’s permanent residence programs.

 

What is the number of health workers coming to Canada?

In 2022, Canada received over 8,600 requests for temporary and permanent residency from foreign nationals looking for work in the healthcare sector.

Last year, Immigration, Refugees, and Citizenship Canada (IRCC) issued work permits and work permit extensions to almost 2,500 physicians, 620 nurses, and 550 nurses’ aides and orderlies.

Since 2015, almost 22,400 people, including 3,600 doctors and 8,600 nurses, have acquired permanent residency through Express Entry and the Provincial Nominee Program.

Through the healthcare streams of the one-time Temporary Residence to Permanent Residence Pathway, 4,300 temporary residents will have become permanent residents by June 2022.

 

There will be more changes to Express Entry

The Act governing Express Entry is a cornerstone of Fraser’s plan to improve temporary residents’ access to permanent residency.

He only recently briefed the parliament on his approach.

Canada intends to begin using Express Entry to deliver visa invitations customized to certain occupations early in 2023.

This is consistent with several of the provinces, which have long-held comparable drawings.

The Immigration and Refugee Committee (IRCC) stated in a previous publication supporting Fraser’s announcement on Tuesday that the changes to the Immigration and Refugee Protection Act allowed “the minister to respond to labor market needs and regional economic priorities, as well as to increase Francophone immigration by selecting more candidates with specific attributes, such as in-Canada experience.”
